POSITION OBJECTIVES
Ensure the financial management, legal integrity of MSF Greece within the framework of legal and financial standards established nationally and internationally. Ensure excellent budget monitoring and the continual improvement of control and expenditure of funds. Oversee the proper use of the financial assets of MSF GR, define, update and direct its financial policy, in order to guarantee the availability of resources and the appropriate accountability in front of internal and external control bodies and the public. Implement the political and financial choices endorsed by the General Director or Board of Directors. As part of the Management Team, design, propose, participate in and implement decisions and strategic planning.
Also function as the Finance (FINOP) controller for the MSF Swiss (OCG) mission in Greece. As FINOP controller is the financial resource person seconded to operations to help the cell with its field support activities and acts as technical referent.
RESPONSIBILITIES
Finance Director
- Design and propose the annual financial plan, budget and cash flow of the organization. Monitor them and regularly report the results
- Design and lead the implementation of financial policies within the framework of the MSF GR strategy and plan of actions
- Analyze and control the structure and evolution of incomes and expenditures of MSF GR Ensure balance, efficient use of resources and proper accountability
- Supervise the elaboration of the Annual Accounts, the yearly financial audit(s) and the relation with the external auditors. Support the Treasurer of the association in the elaboration of the Financial Report for the General Assembly
- Support the definition and improvement of financial control tools and collaborate with the fundraising department for the mechanism monitoring income
- Participate in the follow-up and evolution of the contracts with both institutional and private donors and related accountability
- Control the treasury management, select the main banking partners and maintain good relation with them.
- Oversee the evolution of accounting, tax related, financial/legal issues and liaises with the different tax consultants and lawyers
- Ensure proper management and legal support for legacies, bequests, liabilities and donations
- Lead the development of financial contingency plans and provide consultation to the General Director and Board of Directors to ensure organization’s financial stability
- Facilitate partnership with other MSF entities within the movement and International Office on finance area and support on economic and financial issues
- As a member of the extended International Finance Directors Platform actively participate in the Financial Management and reporting of the MSF movement and contribute to the future financial stakes of the movement as well as to the design of the international financial policies
Finance Controller (FINOP) for OCG mission in Greece
- As a member of the cell contribute to the definition of the operational objectives and strategy by ensuring the budget is realistic and respects financial constraints
- Supervise budgetary and financial activities
- Oversee mission management with regard to the relevance and effectiveness of the financial means allocated
- Provide technical support to the mission in terms of financial and administrative management; Anticipate financial problems that missions may have to deal with
- Ensure the application of financial policies and quality norms and standards concerning financial management; Vouch for adherence to the basic rules of financial management
- Responsible for dispatching the monthly transfer of funds to the cell’s missions.
SELECTION CRITERIA
- BSc in Finance, Accounting, Business Administration, Economics or other relevant studies
- MBA or MSc in Finance or other related field of studies desirable
- 8 years of working experience in a financial/accounting department; At least 4 years in a managerial position
- Experience in MSF or other NGOs will be considered a strong asset
- License to sign financial statements (A class) desirable
- Knowledge of Greek GAAP & IFRS and Tax legislation
- Advanced Excel skills and strong ERP system knowledge (preferably SAP)
- Excellent command of Greek and English oral and written
- French and Spanish desirable
- Strategic conception of finance and management of complex organizations
- Available for regular field visits
