CONTEXT

Médecins Sans Frontières (MSF) is an international, independent, medical and humanitarian action-driven organization that delivers emergency aid to populations affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need irrespective of race, religion, gender or political affiliation. The MSF movement is built around 5 operational centers (OCs) and numerous offices worldwide.

POSITION OBJECTIVE

The HR Director of MSF Greece develops and upholds Human Resources vision and strategy according to the organizational vision of MSF Greece and the movement. The HR Director is directly accountable to the General Director, a member of the Management Team and of MSF’s international HR Directors platform. The HR Director is responsible for the implementation of all HR related activities (for field and office human resources). The HR Director acts as the first line of operational support to the operations in Greece (HrOp), s/he leads the areas of recruitment, management and development of office and field human resources, and guarantees compliance with the MSF HR guidelines, policies and principles as well as with the national Labor law. MSF Greece’s recruitment region for international personnel includes: Greece, Cyprus, Bulgaria, Serbia, North Macedonia, Albania, Turkey, Bosnia & Herzegovina and Montenegro. S/he has the important role to promote Accountability, Transparency and Ethics according to the MSF International standards

ACTIVITIES ­

  • Develops the short and long-term strategy for all human resources of MSF Greece (field and HQ) following the strategic objectives of the section as provided by the General Director. ­
  • Analyses, evaluates and modifies the HR short and long-term strategy and ensures the MSF Greece contribution to the International movement in the HR field. ­
  • Develops the annual plan and budget for the MSF GR Human Resources Department, and oversees proper implementation.

1. Ensures implementation of HR strategies regarding field and office human resources activities in order to achieve the strategic objectives of MSF Greece.

  • Oversees the Human resources core functions of MSF Greece office. ­
  • Monitors and reviews the process of recruitment, placement and retention of international and office personnel, taking into consideration field and office HR needs, ensuring that they meet the section’s HR strategic objectives as well as the MSF international HR vision. ­
  • Oversees the implementation of Performance Management Appraisals, evaluations and surveys and advises managers and supervisors on all the processes of performance management, including planning, monitoring, developing, and rewarding performance as well as the rating process. ­
  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach employees; hearing and resolving employee grievances; and counseling employees and supervisors. ­
  • Promotes coherence and alignment of policies followed by MSF GR and operations in the country ­
  • Leads the design and implementation of the Learning & Development strategy of MSF Greece ­
  • Leads the design and ensures the implementation of the Diversity & Inclusion Strategy and supports an open inclusive culture ­
  • Supervises compliance of the MSF GR HR policies and procedures to the Greek Labor legislation, GDPR as well as MSF HR guidelines, policies and international decisions affecting the organization. ­
  • Reviews and drafts HR policies according to the international MSF guidelines.

2. Promotes a positive working culture across the organization that maximizes staff engagement and provides counselling and support to the other departments. ­

  • Communicates and supports on HR practices, policies and procedures to the Management Team. ­
  • Supports the members of the MT in planning their HR structure according to the strategic and the annual plan. ­
  • Supervises the Ethical behavior policy and connects with other ethical behavioral committees of partner sections and operational centers.

3. Ensures the growth and development of the MSF Greece pool of international staff according MSF international operational needs. ­

  • Develops, evaluates and modifies recruitment and career development strategies according to MSF international operational needs. ­
  • Actively participates in critical situations regarding safety and security of MSF personnel

4. Is responsible for the day to day function, efficiency and development of the HR Department ­

  • Directs the smooth operation of the HR department and monitors expenditure. ­
  • Supervises, coaches and evaluates the members of the HR Department.

5. Relationship with Operations in Greece ­

  • Promotes coherence and alignment of HR policies affecting all MSF staff in Greece ­
  • Strengthens MSF role as a responsible employee in Greece ­
  • Acts as first line of support for the Human Resources Coordinator of the MSF mission in Greece acting as the HR Functional Referent and focal point for strategic HR aspects aligned with the HR vision of the operational center of Geneva, ­
  • Establish and enhance effective communications with relevantoperational HR Departments in order to collaborate on issues of common concern and especially for employees in Greece and the region overseen by MSF GR

​ESSENTIALS SKILLS ­

  • Degree in Business Administration, Psychology or other related studies. ­
  • Postgraduate qualification in HR Management, Organizational development or MBA. ­
  • Proven significant experience of at least 10 years in a managerial HR position. ­
  • Proven significant experience of at least 5 years in the humanitarian field or civil society organizations, preferably with MSF Excellent command of English (oral and written). ­
  • Full adherence and commitment to the principles, values and goals of MSF. ­
  • Strong interpersonal, written and oral communication, negotiation skills ­
  • Strong leadership and decision-making capacity (strong team-leading and team-working skills). ­
  • Good command of IT tools (excel, word, power point) ­
  • Availability to travel ​
