Expert in VET and Adult Learning Policies CEDEFOP

Job description (duties, tasks, responsibilities)

We are looking for an expert to work on and manage the Department’s research and knowledge brokering projects on VET and Adult Learning. Reporting to the Head of Department, the expert will work in a multi-disciplinary team and have the following responsibilities and tasks:

  • carry out high quality analysis, including the preparation of analytical reports based on the input provided by internal staff or external experts, to provide independent and evidence-based advice to Cedefop stakeholders for policies and strategies on VET and adult learning. Specific areas of work include:
    • work-based-learning, including apprenticeships; the role of VET and adult learning for labour market integration and social inclusion;
    • mechanisms to enhance access to and attractiveness of VET and adult learning;
  • deliver high-quality outputs, implement effective working methods and maintain good communication and knowledge sharing;
  • promote and disseminate outcomes of Cedefop’s work and of own projects to Cedefop’s stakeholders as well as to specific target groups – including practitioners from employment institutions, guidance and counselling services, and VET providers, in line with Cedefop’s communication policy;
  • shape and organise seminars, workshops, and policy learning fora for policy learning purposes and to support European and national stakeholders to develop effective VET and adult learning policies;
  • ensure overall project management and contribute to the sound implementation of procurement, administrative and financial procedures in compliance with the legal and financial regulations applied by Cedefop;
  • contribute to the Agency’s work programming and reporting.

Eligibility criteria

To be considered eligible, applicants must satisfy all the following requirements on the closing date for submission of applications:

General conditions

  • be a citizen of one of the Member States of the European Union;
  • enjoy full rights as a citizen;
  • have fulfilled any obligations imposed by the laws on military service;
  • be physically fit to perform the duties relating to the post.

Education

  • have a level of education which corresponds to completed university studies of at least three years attested by a diploma.

Language skills

  • have a thorough knowledge of one of the languages of the European Union and satisfactory knowledge of another language of the European Union.

Non-compliance with any of these eligibility criteria will result in the exclusion of the candidate from the selection process and the application will not be further evaluated.

Selection criteria

Eligible candidates will be assessed against the requirements listed below.

Education and professional experience

  • a university degree in social sciences;
  • at least 2 years of full-time equivalent professional experience in VET and/or adult education, including research and policy analysis, after having obtained the university degree;
  • 2 relevant publications, such as doctoral or university graduate thesis and dissertation, journal article, report, etc. in the area of VET and/or adult learning policies;
  • very good knowledge of English, including strong drafting and oral communication skills.

Professional knowledge, competences and skills

  • specific experience in carrying out research and policy analysis in at least one of the following areas:
    • work-based learning, including apprenticeships;
    • the role of VET and adult learning for labour market integration and social inclusion.
  • good knowledge and understanding of key issues in European VET and adult learning policies and related European Union employment and social policies;
  • experience in transnational research projects, including collaboration with a range of stakeholders at European and national levels;
  • strong analytical skills and ability to draw policy conclusions and recommendations and the capacity to identify key issues and trends in European VET and adult learning policies;
  • excellent oral communication skills to present work accurately and convincingly explain complex issues to a broad range of audiences;
  • ability to draft and review concise texts for disseminating data and information online to make them understandable to wide and diverse target groups.

  • advanced university degree (a degree at EQF Level 7 or higher);
  • direct professional experience in adult education in the form of teaching or social work or other forms of activities related to the professional development of adults;
